The buildings themselves aren't that hard. Are you need is a basic understanding of geometry and the programs you are using. The for the textures just need basic photoshop knowldge.
A. Well, by Gmax screenshots, I think that it works by plotting points, and connecting them (Right?).
B. "the programs you are using"? So there are multiple programs for making buildings? Well, that I get, Lot editor, and GMax, but are there others?
C. As for making textures, do you need to know how to use photoshop, or do you actually need to own it, and use it there?

There is a player made BAT that works with 3dStudioMax as well, and a lot of people use that instead.
And textures you either need photoshop or some other graphics program like Paint Shop Pro or GIMP
